2021 Budget and Grants
The Adopted Budget for FY2021 is $44,948,288. This re昀氀ects a decrease of $1,679,406 or 3.6% compared to the
FY2020 Adopted Budget. This reduction is primarily due
to decreases in the number of department positions,
including sworn Police Of昀椀cer positions and Detention
Of昀椀cer positions, as well as other reductions in certain
non-personnel expenses.
The Hartford Police Department Planning and Accreditation Division worked collaboratively with other divisions and city departments to secure several grants in
2021. In December 2021, the Hartford Police Department was awarded $499,737 from the Department of
Justice Bureau of Justice Assistance for the Smart Policing Initiative Grant. This grant is a competitive grant
which awards grant money for programs that show a
creative approach to combating violent crime. Hartford Police Department proposed a “shooting response
team” which is already in development within the Major
Crimes Division. This program created a team of detectives who solely investigate non-fatal shootings in a
victim-centric way, with a goal of increasing arrests and
convictions for these non-fatal shootings.
Additionally, the Department revised and updated grant
applications for the Department of Justice 2020 COPS
Hiring Grant and the 2020 Edward Byrne Memorial Justice Assistance (JAG) Grant. The City of Hartford was
awarded $190,508 from the JAG grant to address gun
related violence and $1,875,000 from the COPS Of昀椀ce
to hire 15 Police Of昀椀cers and fund them for three years.
