NORTHWEST
Northwest District personnel serve the Asylum Hill, Blue Hills, and West End neighborhoods of Hartford.
Under the direction of North Community Service Bureau Captain Michael Coates, the Northwest District
is staffed by a District Commander, Lieutenant Paul Cicero, and three Community Service of昀椀cers. Their
of昀椀ce is situated in the heart of the Asylum Hill neighborhood. The three Community Service Of昀椀cers
are each assigned to their respective neighborhoods. Their primary duties and responsibilities are to
engage daily in community relations including businesses, residents, visitors, workers, and students.
The Northwest district Community Service Of昀椀cers participate in multiple community events every year.
Some of those events include the Jumoke Academy Field Day, Community Day at Park River, Movies in
Elizabeth Park, Summer Concert Series, Evergreen Ave Block Party, South Marshall Street Block Party,
Sigourney Square Festival, & National Night Out.
The Northwest District saw a 16.7% decrease in Part 1 crimes from 2020. The decreases were in all categories, including Homicide, Sexual Assault, Robbery, Burglary, Larceny, Auto Theft, and Aggravated
Assault. The district also saw a 28.1% reduction in shooting incidents.
