SOUTHEAST
Community Service Of昀椀cers work proactively in the community to foster positive and proactive police-community relations. By partnering with neighborhood organizations, block-watches, non-pro昀椀t
organizations, community businesses, and the Police Department, Community Service Of昀椀cers help
work to create solutions for problems that arise within the many communities. They attend community events and meetings, address quality of life issues, such as loitering, littering, trespassing, public
drinking, noise complaints, street-level narcotics, and motor vehicle offenses. By working in partnership
with the community, we strengthen police and community relations and build trust. Community service
of昀椀cers are expected to be motivated and proactive and to serve as solution-oriented problem solvers.
The Southeast District is comprised of the Downtown, Barry Square, Sheldon-Charter Oak, Southend,
and South Meadows neighborhoods. The Southeast District serves under the direction of Captain Gabriel Laureano. The Southeast District Commander is Lieutenant Michael Reynolds.
Community Service Of昀椀cers work with community members on preventative crime measures and solutions. Despite the COVID-19 pandemic, Of昀椀cers were still engaged with community members through
social distancing, personal protective equipment, and wireless technology. Southeast Community Of昀椀cers participated in Foodshare Give-A-Ways, assisted at COVID testing sites, homeless outreach, and
participated in community clean up events.
Of昀椀cers also worked incredibly hard this summer to combat quality of life issues such as noise and
nightly 昀椀reworks, a dramatic increase in shots 昀椀red events and violent crime, and nightly speed racer
“car parties” organized on social media, and ensuring citizens 昀椀rst amendment rights at numerous protests regarding social justice.
In 2022, the Southeast District will continue to build and foster positive community-police relationships,
reduce crime, and increase the trust in the Hartford Police Department.
