AND TRAINING DIVISION
DIVISION
The Hartford Police Academy and Training Division is committed to improving the overall effectiveness
of the department by delivering consistent and relevant training to all our of昀椀cers on a regular basis.
The academy provides a comprehensive basic training program for new police recruits and an in-service
training program for all sworn of昀椀cers designed to maintain the highest standards. In 2021, we still
faced many challenges due to the COVID-19 pandemic and the limitations this placed on class sizes.
However, we were able to overcome these obstacles and effectively run an in-service training schedule throughout the year. A recruit training class was also completed and graduated 16 Hartford and 2
Bloom昀椀eld police of昀椀cers on December 17, 2021. On December 13, 2021, we started Hartford Recruit
Class, 2021-02. This training class has been expedited and is formatted on a 5-6 day, 10-hour schedule.
These (15) recruits are expected to graduate on May 13, 2022.
The in-service training was consistent throughout 2021. The year began with training related to Americans with Disabilities. The training was completed quickly by using an online Zoom training class format. This format allowed us to maximize the amount of personnel receiving the training per session.
Annual legal updates were also provided in an online format during March and April. This training was
completed by utilizing the Daigle Online Learning Center, which allows employees to complete the
training at their own pace. Through March and April, the department prepared for the new Records
Management System (CAD/RMS). This was a signi昀椀cant change for the department and training was
completed in smaller groups. This allowed of昀椀cers to get hands-on training with the actual system.
In April, police supervisors were provided a Transformational Leadership class at the Hartford Hilton.
Dean Crisp provided the instruction to our supervisors speci昀椀c to different leadership styles. Further
group discussion was had around current trends around policing and the role of a leader within the
organization. Dean was invited back in October of 2021 where he took a deeper dive into these subjects during an Intentional Leadership class. In May, the of昀椀cers received training around human relations. This training had components of fair and impartial police and procedural justice. This class was
instructed by Detective Carter at the University of Hartford campus located on Asylum Avenue. The
Spector Group death investigation class was hosted in June. This class was speci昀椀c to investigators and
had several outside agencies in attendance. The Stop the Bleed program and CPR certi昀椀cations were
completed throughout the year. Of昀椀cers were trained in small groups and issued a medical kit after
completing the training.
