ASEAN Connectivity and Collaboration Among Architecture,
Engineering & Construction (AEC) Stakeholders
The construction sector exerts an exceptional impact on economic
development in ASEAN Economic Community (AEC). Adequate
infrastructure development invested in construction sector ensure that a
country reaches certain target in social development, industrialization,
transportation, sustainable development and urbanization. As such, there
is a need for paradigm shift from the conventional construction business
and management to digital transformations of all activities at all levels of
construction.
In Malaysia context, Construction Industry Development Board (CIDB)
Malaysia was established under the Construction Industry Development
Board Act 1994 (Act 520) to regulate, develop and facilitate the construction
industry towards achieving global competitiveness. As such, the
Construction 4.0 Strategic Plan (2021-2025) was introduced as a roadmap
for the Malaysian Construction Industry to embrace the Fourth Industrial Revolution (IR 4.0) and digital
transformation. The digital transformation of the construction industry is currently on-going and is guided
through Construction 4.0 four strategic thrusts:
• Strategic Thrust 1: Building Capacity
• Strategic Thrust 2: Excellence Research, Innovation, Commercialisation and
Entrepreneurship(RICE)
• Strategic Thrust 3: Smart Integrated Technologies, Innovation and Infrastructure
• Strategic Thrust 4: Enhanced Business Environment
In fostering digital construction and standardization, CIDB Malaysia has initiate two key initiatives to fulfill
one of CIDB’s functions under Part II, Section 4(1)(e) and (h) of Act 520 that is “to provide consultancy
and advisory services with respect to the construction industry” and “to initiate and maintain a construction
industry information system”. CIDB has developed National Construction Cost Centre (N3C) as an online
platform providing accurate and precise construction cost Information which shares up-to-date pricing and
indexes details. Second initiative is the development of MyCESMM (Malaysian Civil Engineering Standard
Method of Measurement ). MyCESMM2 is a single measurement standard, which can be used as a single
basis in Bills of Quantites (BQ) preparation for civil engineering works
