Entrepeneurship in ASEAN Countries and Opportunities
in Construction Industry
As one of the world’s largest industry in the global economy, the construction
industry has a major part to play in achieving global sustainability goals.
However, in the past couple of decades, the industry has encountered challenges
and afflicted by dismal performance, let alone in times of crisis. The industry
strongly felt the economic impact of the COVID-19 and has triggered to digitize
processes which will likely only continue to accelerate.
While the industry is grappling these dynamics, persistence scarcity of skilled
labour has been one of the major issues that impedes productivity and this
includes the role of quantity surveyors. Quantity surveyors are involved at
every stage of a project and play an important role in the commercial and
contractual aspects of construction projects. However, this profession is not
seen as a distinct discipline in many ASEAN countries butit actually holds a major part of steering the wheel
of construction projects.
It has been more than a decade ago that ASEAN signed the Mutual Recognition Arrangements (MRA) and
we have seen engineering and architecture gone farthest in terms of creating a working process that ASEAN
professionals can get recognized and registered in another ASEAN country. However, the formation of
an MRAin the surveying field agreement has remain in the framework stage since 2007. Indeed, there’s a
greater importance on the need of continuity in realizing the framework arrangement in surveying field into
an MRA to enhance the mobility of Quantity Surveyor profession in the region.
Digital technologies can enable greater collaboration and mobility in investing skilled workforce through
sharing best practices from free movement of expertise within ASEAN to create an enabling environment
for a greater added value. Given MRA being one of the instruments to support the establishment of the
ASEAN Economic Community, but setting the recognition process has taken time with progress remains
stagnant and uneven across the region. With this in mind, it is critical that the need for global cooperation on
this issue has become more apparent and what lacking is a solid groundwork and will require bold and agile
moves to maneuver then can only we as ASEAN truly move forward to become the fourth largest economy
by 2030.
