Abstract Keynote Speaker 5
MR. WILFREDO L. DECENA
President, Philippine Constructors Association, Inc.
The Role of the Builders Towards Transforming
Lives, Industry and the Nation
The construction industry is one of the most important sectors in building a
sustainable and strong economy. In Philippines, the construction industry has
the fastest annual growth rate of 10% over the last 5 years among all sectors
of the economy. It is also the biggest direct job contributor in the last 10 years
representing 10% of the total Filipino workforce. The Philippine Construction
Industry Roadmap (2020-2030) was developed in 2019 by the Philippine
Constructors Association (PCA) as a strategic framework to ensure and sustain
the industry’s growth and competitiveness. It highlights what the industry
envisions itself to become by 2030 “a global partnerin building nations”.
This will be achieved through four (4) integrated pillars i.e., institutions,
productivity, sustainability and globalisation. This roadmap if sustained will lead to an estimated
construction value Php 130 trillion between 2020-2030. Similarly, the future job market in the roadmap
presents opportunity for rising the quantity and quality of jobs for construction professionals in skilled and
unskilled workers. With the global pandemic in 2020, the industry was heavily affected. However, with
transformative and forward-looking agenda PCA was able to reengineer its plans to respond to the situation.
PCA assisted in building quarantine facilities, health and safety protocols for construction, talk series about
the industry and the pandemic and other social responsibility programmes. This in conclusion has created a
clearer path to recovery in the whole economy.
