Billy Terry
Executive Director, National Transit Institute
School of Planning and Public Policy, Rutgers University
Billy Terry serves as the Executive Director of the National Transit Institute (NTI) in
the School of Planning and Public Policy at Rutgers University. NTI is the federally
designated training and education program for the U.S. public transit industry. He
assumed the role of Director in December 2018 a昀琀er serving as Associate Director.
Prior to his role at NTI, Terry served as Senior Legislative Representative at the
American Public Transportation Association (APTA) where he advocated for
federal public transportation funding and legislation that enhances the operation
of transit services across the country.
Before his work at APTA, Terry served as Associate Chief Administrative O昀케cer
and then as Senior Federal Relations O昀케cer at the Washington Metropolitan Area
Transit Authority (WMATA) in Washington, DC. He also served as Senior Advisor
to the Director at the District of Columbia Department of Transportation and
represented several transit agencies, municipalities, and regional development
authorities as Manager of Government Relations at Van Scoyoc Associates. Terry
began his career in Washington, DC as Manager of Special Projects in the O昀케ce
of the Secretary at the U.S. Department of Housing and Urban Development as a
Presidential Management Fellow.
