la ambición en materia de financiación climática, adaptación y "pérdidas y
daños", así como para finalizar las reglas que rigen la implementación del

experimentando en todo el mundo, nunca ha habido una necesidad más urgente
de financiación y cooperación internacionales para gestionar y desarrollar la

Glasgow Climate Change Summit (COP 26)
In November 2021, the 26th United Nations Conference on Climate Change, better known as COP26, was held in
Glasgow, Scotland, in which 194 countries were represented. It was the most important UN meeting on climate
change since the Paris Agreement was adopted at COP21 in 2015, and it took place against the backdrop of an
increasingly urgent climate of crisis.
With global warming currently reaching 1.1°C above pre-industrial levels, all regions of the world are already
experiencing increasingly destructive climate impacts, and scientists warn of much greater devastation in the
near future if we fail to reverse this situation with the utmost urgency. To limit global warming to 1.5°C, global
greenhouse gas (GHG) emissions must be reduced by 45% by 2030.
COP26 was a potentially pivotal moment in global efforts to combat the threat of climate change. The first round
of national emission reduction targets (nationally determined contributions, or NDCs), if implemented as
presented, will result in warming of around 3°C by the end of this century, with disastrous consequences for the
planet. The Paris Agreement includes a five-year improvement mechanism, designed to increase ambition in the
implementation times of preventive measures, and before COP26 it was expected that governments would have
presented new and more ambitious NDCs. Unfortunately, that was not the case.
The Glasgow summit was also a critical opportunity to enhance ambition on climate finance, adaptation and "loss
and damage", as well as to finalize the rules governing the implementation of the Paris Agreement. Given the
accelerated climate impacts already being experienced around the world, there has never been a more urgent
need for international funding and cooperation to manage and build resilience against the impacts of climate
change. This is especially true for developing countries and the most vulnerable regions, where cascading climate
impacts are likely to materialize more intensely in the coming decade, with serious implications for the safety,
health and well-being of citizens.
