Main agreements of the Glasgow Summit
During the Summit, the Paris Rulebook was finally agreed upon, which contains the guidelines on how the Paris
Agreement should be implemented and sets the transparency and reporting requirements for all Parties to track
progress towards their goals of emissions reduction. The Rulebook also includes the mechanisms of Article 6
which establish the operation of international carbon markets so as to support greater global cooperation for
reducing emissions.
On the political front, the Glasgow Pact upheld the target of 1.5 degrees Celsius as the maximum temperature
rise, and has united the world in calling for a move away from coal and fossil fuels. This was the first time there
ever was a global recognition that we will never get climate change under control while our power plants
consume vast amounts of this main carbon emitter.
In order to meet these goals, COP26 also agreed, for the first time, to accelerate efforts towards the gradual
elimination of unabated coal power and inefficient fossil fuel subsidies, and it recognized the need for support
towards a fair transition.
With regards to climate financing, the text which was finally agreed upon commits developed countries to double
the collective share of financing for the transition within the annual goal of $100 billion for 2021-2025, and to
reach the goal of $100 billion as soon as possible. Parties also committed to undertaking a process in order to
agree on long-term climate finance beyond 2025. The COP also decided to establish a dialogue between Parties,
stakeholders and relevant organizations in order to support efforts to avoid, minimize and address loss and
damage associated with climate change.
Furthermore, the companies that make a quarter of the world's cars have agreed to stop making carbon-emitting
vehicles by 2035, and different cities from Sao Paulo to Seattle have pledged to ban them from their streets. In
addition, a coalition of more than 130 countries has been formed to protect up to 90 percent of our forests, as
large natural carbon sinks.
