These regulations require anyone, but generally manufacturers of products, who
place packaging into the marketplace, to take certain steps to:

minimise the amount of packaging used
make sure packaging can be recovered (recycled)
ensure that packaging has the minimum possible impact on the environment
ensure that packaging does not contain high levels of hazardous materials or
heavy metals.
Packaging has a very short life cycle. It is useful only from the time it leaves the
manufacturer to when it arrives at the end user. While the Packaging (Essential
Requirements) Regulations are not directly aimed at end users, they do reinforce
the requirements for dealing with any waste product.
