Conference of Parties on the Convention of Biological Diversity (CBD)
The 15th meeting of the Conference of Parties on the Convention of
Biological Diversity (CBD) took place in Montreal, Canada, December
7-19, 2022. It had the participation of over 200 state representatives
and a large contingent of Indigenous Peoples, including seven individuals from four members of the Wayûnders Circle.
The Wayûnders Circle members who attended the conference had the
opportunity to follow negotiations, meet with state representatives, attend the Indigenous Caucus, and participate in several side events. During these negotiations, Indigenous Peoples and local communities pushed for strong language for the recognition
and protection of their lands and rights on all targets, including 30x30 as a step
towards biodiversity conservation.
On December 18, 2022, after series of setbacks, the Kunming-Montreal Global
Biodiversity Framework was ûnally adopted containing strong language on the rights
of Indigenous Peoples and local communities, including spatial planning (Target 1),
area-based conservation (Target 3), customary sustainable use (Targets 5 and 9),
traditional knowledge (Goal C, Targets 13 and 21), and participation and respect for
the rights of Indigenous Peoples and local communities to lands, territories, and
resources (Target 22). Target 3 provides suïcient basis for reforming conservation law
and policy to respect Indigenous Peoples' and local communities' rights, and it opens
the possibility of a new pathway for Indigenous and traditional territories to be taken
into consideration in achieving conservation targets beyond protected areas, and
other eûective area-based conservation measures (OECMs).
The Framework can be celebrated as a historic step towards transforming the current
standard biodiversity conservation approach. The text provides a strong basis for
