Legislative Assembly respectively, in the passing of Bills to alter
the Constitution conferred by the said Act, or the number and
apportionment of Representatives in the said Assembly: the
Proclamation, Order in Council giving the Royal assent, and a copy
of the Act are included; papers, ordered to be printed by the
Legislative Council on 1 November 1855, concerning repeal of the
Waste Lands Acts; papers, ordered to be printed by the Legislative
Council on 19 December 1855, concerning the Governor General's
Commission and Instructions (issued to the Governor Sir William
Denison) under the new Constitution; papers, ordered to be
printed by the Legislative Assembly on 20 October 1857,
concerning the administration of the Government of New South
Wales in case of the death or absence from the Colony of the
Governor General; and printed papers, presented to both Houses
of Parliament, concerning administration of the Government of
New South Wales, dated May 1859.
Copies of letters to the Legislative Council, 7 August 18439 March 1855
This volume comprises copies of letters mainly to the Speaker or
to the Clerk of the Council transmitting commissions of nominated
members of the Council, writs for elections, resignations of
members and official papers to be laid before the Council; and
correspondence on the appointment of Returning Officers,
prorogation of the Council, and other miscellaneous matters
affecting the Council or its members.

The elections for the first Legislative Council under the new
constitution of 1842 were completed by July 1843 and Gipps
opened the first session on 3 August, the month this volume
begins.
The first letter concerns the appointment of the Attorney General
as a non-elective member of the Council in place of Lieutenant
Colonel Barney, resigned.
Royal warrants for the appointment of colonial officials,
1838, 1851-53

These warrants bear the signature of Queen Victoria, and were
forwarded to the Colony in order to appoint various officials.
Included are the following warrants dated 1852 and 1853:
confirming the appointment of certain office holders and others
(Edward Deas-Thomson the Colonial Secretary, John Hubert
Plunkett the Attorney General, Campbell Drummond Riddell the
Colonial Treasurer, William Montagu Manning the Solicitor General,
etc) to be non-elective members of the Legislative Council,
21 February 1852; and appointing Thomas Barker a member of
the Legislative Council, dated 4 September 1853. The former were
appointed by the Governor as non-elective members of the
Legislative Council on 13 October 1851.
