prejudice to the powers of sale and investment and transposing

income of the appropriated fund or funds shall at the time of
appropriation be sufficient to satisfy the said annuities or
such of them as shall for the time being be payable such appropriation shall be a complete satisfaction for such annuities
and no annuitant shall have any claim against or right to resort
