INDUSTRIAL RELATIONS BILL

BILL:
Pursuant to Cabinet's approval of 16.7.91 and further discussions on
13.8.91.

AIN PURPOSE:
To reform the system of industrial relations.
VARIATIONS/
ADDITIONS:
The Bill varies from Cabinet's earlier decision in a number of
respects:
The two-tiered structure will now comprise an Industrial Court
and an Industrial Relations Commission. The existing judicial
members of the Industrial Commission will be given dual

appointment to the new Court and the new Commission.
The Industrial Relations Commission is prevented from
requiring an employer to make payroll deductions of union
subscriptions. An enterprise agreement will be able to contain
provisions for such deductions. Where an employer agrees to
make deductions a fee or commission will be levied on the
organisation (but not in the case of charitable bodies which are to
be exempted).
