NOTE.—The space under query 11 is left for you to state whether the land is
freehold, or part of a Conditional Purchase not fully paid up. In the former case
you should ascertain where information as to the title can be obtained. In the latter,
you should recommend the resumption of the site.
If freehold land is to be purchased, you should report whether the price asked
is reasonable, and whether the owner is willing to furnish a Surveyor's description,
free of cost, to the Department. In every case an offer, in writing, from the owner,
agreeing to sell the land for a fixed amount, must be obtained and forwarded.
A full description of the right-of-way to the site should be given, and if it is
part of a township section. Land through which a reserved lane passes should not be
recommended, unless you have no alternative; but in all such cases you should specially
draw attention to the fact.
If you recommend resumption, you should state whether the owner or nominal
owner consents, what is your own estimate of the value, and what is the owner's
estimate, if obtainable.
Wherever possible, it is very desirable that, in addition to centrality, elevation
and outlook, every effort should be made to secure a site containing a patch of soil
suitable for gardening purposes.
If the land forms part of a Closer Settlement Area and the holder proposes to
make a gift of same you should ascertain whether he or the residents would be
by recouping the
prepared to bear the expense of making the portion freehold,
Department of Lands for the value of the land taken.
Resumption will be necessary also in this case.
