Structure and Governance
PPLI is a project of the Curriculum and Assessment Policy Unit in the DES. Its new
management committee Foreign Languages Advisory Group Post-Primary (FLAGPP) is a
sub-committee of the Foreign Languages Advisory Group (FLAG), set up in 2018 to oversee
and monitor the implementation of the Languages Connect Strategy. FLAGPP reports to
FLAG. This committee replaced the former PPLI Steering Committee and provides advice
and support where appropriate to both the PPLI and the DES; provides a forum for
discussion on current policy implementation and advises the FLAG on future
direction/priorities for the strategy in the post-primary sector; brings together key
stakeholders to provide advice from a range of perspectives in order to support the
implementation of the Strategy; and monitors progress on the roll out of policy
elements/actions in the Strategy and Implementation Plan.
The Post-Primary sub-committee of Foreign Languages Advisory Group (FLAGPP) is chaired by a member of
the Inspectorate of the Department of Education and Skills (DES), currently Maria Lorigan who also represents
the Inspectorate on FLAG. The secretariat is provided by the PPLI. Membership of the sub-committee includes
post-primary related representatives of FLAG in addition to other relevant experts.
The PPLI is 100% funded by the DES. It currently uses accommodation and services of Marino Institute of
Education (MIE), Dublin. PPLI has developed internal policies and protocols as a unit, namely Health & Safety
Statement, Code of Conduct, Bullying & Harassment Policy and Child Protection Policy. PPLI has appointed a
Data Protection Officer and has conducted GDPR staff training.
