• Who ultimately “owns” EOBHC? and
• How does EOBHC add value to the work of CBO partners, especially base-building groups?
With these looming questions, it was difficult to build unity and, most importantly, ownership of the
initiative. In its absence, the appointed Hub staff followed directions from the TCE Program Manager
and implemented TCE’s requirements to the best of their ability.
In 2013, the 15-member Steering Committee dissolved as it struggled to integrate day-to-day
leadership of the work in East Oakland with making decisions for the initiative overall. And some
members who had been on the Steering Committee were getting tired. A new leadership body was
formed, comprised of Work Group Co-Chairs who were facilitating and coordinating the actual work
of BHC in these sub-committees and Hub staff in 2014.
Five Work Groups and four Momentum Teams formed to pursue the issues that many EOBHC
organizations were already working on.
