offenses. And finally, it authorizes the Department of Corrections & Rehabilitation to award sentence
credits for rehabilitation, good behavior, or education achievements. CURYJ and others also
helped get Assembly Bill 1909 passed in 2016, which makes it a felony for a prosecuting attorney
to intentionally and in bad faith alter, modify, or withhold any physical matter, digital image, video
recording, or relevant exculpatory material or information, knowing that it is relevant and material to
the outcome of a case.
Searching for a
generative EOBHC
structure to support
its purpose
The LC showed deep commitment to
East Oakland. It also demonstrated
three qualities during a period of great
transition and change that were effective
in their leadership and in moving EOBHC
forward: courage, collective leadership,
and commitment to residents.
COURAGE: While the LC received
appreciation and support from multiple
stakeholders, it also received vocal
criticism regarding its leadership. In
addition to taking on a tremendous amount of work voluntarily, LC members took significant “heat.”
Critics were concerned about how decisions were being made, who made them, and how leaders
who represented groups outside of the LC got to participate in these decisions. LC members
demonstrated a lot of courage to have taken the leadership of EOBHC and to answer for their
decisions and actions to their peers.
COLLECTIVE AND SHARED LEADERSHIP: While the LC had two Co-Chairs who went above and
beyond the call of duty, typically working a dozen hours a week on operationalizing LC decisions,
they were disciplined about seeking unanimity in key decisions. While unanimity was not always
achieved, the value in seeking a unified voice was clear. Additionally, the LC made it a point to have
multiple LC members speak at Hub retreats and other key meetings.
COMMITMENT TO RESIDENTS: LC members consistently set aside their CBO identities and
were clear that the purpose of the EOBHC structure, however it landed, was to ultimately serve
residents. LC members were forthright in how their CBOs could contribute to the big picture as
well as their limitations.
In 2017, the LC hired a full-time executive director to lead the initiative. They transferred the day-today tending of EOBHC to the new ED and his newly-hired team of four. There was a new streamlined
