With power building prioritized, Black power
building emerges as a focal point
During this period, a core assumption in multiple EOBHC-related spaces re-emerged vociferously:
in order for the most impacted, marginalized, oppressed residents in East Oakland to gain political,
economic, and cultural power, community organizing had to be prioritized above all other work. For
the purposes of clarity among partners, EOBHC defined “community organizing” more intentionally
as having the following characteristics:
• The engagement and activation of the most impacted people so that they may build their
own power, define the issues, and determine the solutions;
• Employment of tactics that put pressure on systems and people in power to change, leading
to tangible policy, practice, and cultural change; and
• A shared vision and agenda that seeks to shift power and structures.
