The Report’s Organization and Flow
We dedicate this final report to the indispensable leadership of six proud Black women who gave their
hearts, hard work, and spirit so generously to EOBHC’s work. They each exemplified the best of social
transformation efforts: steadfast leadership; not giving up when things looked bleak or confusing;
always looking to uplift and support residents’ voice and power; and holding the larger whole vision
when individual pieces of the work might be frustrating or falling short. The six Black women leaders
are Ms. Towanda Sherry, Nehanda Imara, Dr. Noha Aboelata, Pecolia Manigo, Elena Serrano and
Sandra Davis. We honor them and their devotion to building power of East Oakland and more broadly,
all of Oakland’s residents. Readers will see their “Love Notes” included throughout this report.
The purpose of this report is to lift up lessons learned, with the hope that they may be applied to
future coalition-based work. The Report is organized by four distinct initiative time frames (2008–
2014, 2014–2016, 2016–2018, and 2018–2020), each with four thematic threads:

“Cultivating relational capital among organizations in East Oakland,” arguably EOBHC’s strongest
achievement, traces the journey of collective impact. “Building resident power in East Oakland’’
describes the progress EOBHC made with respect to community power building. “Improving
material conditions for residents in East Oakland” summarizes concrete benefits to residents that
EOBHC contributed to. “Searching for a generative EOBHC structure” tells the story of EOBHC as it
tried on several iterations of organizational “form” while centering its purpose, and the pain points
and lessons it experienced along the way.
