SAFER ROADS:
ACTION ON SPEEDING
AND ROAD RACING
For too many people, our roads and pavements have become dangerous.
This is an area where prevention can make a big di昀昀erence: deaths and
injuries on our roads are preventable.
I believe in a Vision Zero approach - aiming for
zero, preventable road collisions and a shared
ambition towards zero deaths and serious
injuries on our roads.
This means bringing partners, including local
authorities, together to shape a new ambition building on road safety strategies and agreeing a
new, Leicester, Leicestershire and Rutland-wide
ambition to improve safety on our roads. This
means action and resources for safe speeds,
safe streets, safe vehicles and safe behaviour.
In towns and villages across Leicestershire and
Rutland and on Leicester’s estates, people tell me
they are concerned about speeding tra昀케c, including
road racing and car cruising. This danger must be
tackled. I will ensure preventative and responsive
programmes are funded and evaluated to ensure
maximum impact to make our roads safer. Where
the law needs to be changed to bolster these e昀昀orts
I will work with MPs and the Government to do that.
I will ask the Chief Constable to ensure robust
operational policing plans and enforcement to
stamp out drink and drug driving all year round.
As Deputy City Mayor in Leicester, I launched
and delivered the 昀椀rst citywide programme of
20mph zones on roads near schools and across
residential areas. These zones have a positive
impact on road safety for pedestrians, cyclists and
all road users. As Police & Crime Commissioner,
I will work with partners to support programmes
to improve road safety across the area.

My vision is for our roads to be safe for
motorists, cyclists, pedestrians and those riding
horses on our countryside roads. Delivering a
uni昀椀ed, ambitious plan for safer roads across
Leicester, Leicestershire and Rutland can unlock
important wider bene昀椀ts, encouraging more
active travel and helping improve air quality.
Under the Conservatives our pavements, pathways
and parks have become more dangerous.
E-scooters are faster and present a real danger to
pedestrians, especially older people and disabled
people. I have campaigned for several years
for the Government to bring forward sensible
regulation for e-scooters: they have failed and
have allowed the problem to get out of control.
Because of budget cuts, the police don’t have
resources to enforce the law as it stands on
e-scooters. We need sensible regulation on
e-scooters to improve safety and to protect
pedestrians and those riding e-scooters. Whilst
e-scooters remain illegal to ride in public places, I
want the police to take action to protect everyone’s
safety. Pragmatically, there is a place for e-scooters
in a modern transport system - especially in urban
areas - but this needs sensible regulation and safety
measures. The current free for all represents a failure
by the Conservative Government, which makes our
pavements, pathways and parks more dangerous.
As Police & Crime Commissioner, I will make the
case for sensible regulation of e-scooters and
safety measures.
