I know the answers to the long-term challenges of
crime and anti-social behaviour are to be found
in our local communities - in the rich diversity of
small and large organisations across all sectors
working every day on the frontline, and in the lived
experience of victims of crime and those who have
been involved in committing crime and causing antisocial behaviour.
Police and Crime Commissioners are mandated to
publish a Police and Crime Plan, as their strategic
blueprint of priorities and plans. I intend to develop
my plan in partnership with the widest range of
stakeholders and the communities of Leicester,
Leicestershire and Rutland: the most expansive
programme of public engagement in a plan to
improve community safety our area will have seen.
My plan won’t be a Police and Crime Plan: it will be
a Police, Crime and Community Plan. It’s within and
with our communities that we will 昀椀nd the ideas and
thinking to reduce crime and make our streets safer.
There will be a place at the table for anyone and
everyone who shares my determination to shape a
new ambition to tackle the long-term causes of crime
and anti-social behaviour in our communities. I will
lead new programmes to engage young people in
this work. I have listened carefully in recent months
to what young people feel about crime and their
sense of safety. Their voice must be heard: I will
commission a new programme to ensure young
people are actively heard and coproduce this work.
RORY PALMER
For many years I have worked with and championed
Leicestershire and Rutland’s grassroots sports
clubs. I led Leicester’s preparations for the 2012
Olympics, setting out an ambitious vision for local
sporting legacy. I was a board member for the
2009 Special Olympics National Summer Games.
Physical activity o昀昀ers huge potential in providing
positive opportunities for young people, and
there is compelling evidence that sport can be a
potent force diverting young people away from
anti-social behaviour and crime. As Police & Crime
Commissioner, I will work with the County Sports
Partnership to establish a new dedicated youth
sports leadership funding pot to help reduce antisocial behaviour and crime.
This work to tackle the long-term causes of crime will
reach beyond the narrow channels of party politics.
Locally elected representatives from all parties in
our area will be invited to shape this work. Expertise
from our three local universities will be drawn on - a
valuable resource we should make more of in e昀昀orts
to make our streets safer and communities stronger.
Long-term thinking beyond a four year electoral
cycle, bringing partners together in a meaningful
way, giving everyone a seat at the table, listening
and creating space for innovation: that is the new,
serious leadership I will bring to the O昀케ce of Police &
Crime Commissioner - delivering a new ambition to
tackle the long-term, root causes of crime and antisocial behaviour.
