INTRODUCTION
SERIOUS LEADERSHIP,
REAL CHANGE AND
SAFER STREETS
Over the past year I have been listening to
communities across Leicester, Leicestershire and
Rutland. I have met with dozens of community
organisations, businesses, faith groups, charities,
voluntary sector organisations and young peoples’
groups. This plan re昀氀ects what I have heard and the
leadership I will provide to make our streets safer
and communities stronger.
It is not the job of this manifesto to issue diktats
on operational policing. That is not the role of the
Police & Crime Commissioner. I will be a strong voice
for our communities on policing and community
safety, set policing objectives and hold the Chief
Constable to account for the delivery of an e昀昀ective
and e昀케cient police force. I will respect the clear and
important boundaries of this role.
RORY PALMER
The Chief Constable is responsible for the delivery
of operational policing and for providing operational
leadership to police o昀케cers and sta昀昀. It is important
to uphold and understand the clear di昀昀erence
in responsibilities of the Chief Constable and the
police’s o昀케cer leadership, and the role of the Police
& Crime Commissioner.
I o昀昀er the serious leadership, hard work and
commitment to securing better policing outcomes
for all our communities this role demands.
