New Disabled Drivers Association
Chairperson - Seamus Reidy
My name is Seamus Reidy and I have recently been
elected as Chairman of the board of the Disabled
Drivers Association of Ireland, which is a great honour
for me. I hail from West Limerick, but have lived in
Carrick on Shannon in Co. Leitrim for the past 10 years.
My passion would be travel, I enjoy going to watch the
Munster and Ireland rugby teams. One of my most
rewarding trips was when I got to see Ireland beating
New Zealand for the first times in Chicago. I am also
into gadgets from motorised cars to drones.
I have worked for many of the big American banks
including Citigroup and Bank of America, where I
worked in customer service. I am currently working in
the Department of Social Protection in Sligo where I
am a deciding officer, this involves making judgements
on claims for Guardian Payments.
I have a personnel interest in researching products
that might benefit wheelchair users. I always look for
good value when purchasing mobility products as
prices can vary considerably. For example I brought
a motorised trike recently and if I was to purchase a
similar device in Europe it would have cost four times
the price, so it pays to shop around.
My professional achievements include gaining a
qualification in Deciding Officer status with National
College of Ireland. During my banking career I
gained a qualification as a financial advisor with UCD.
I am a strong believer in continuous professional
development.

cars and vans for drivers or passengers with physical disabilities.

Wheelchair accessible vehicle adaptations, boot hoists, child
seats and safety harnesses .
‘A clamp shall not be fixed – In a statutory clamping
place, to a vehicle on which there is displayed a disabled
person’s parking permit, for the time being in force,
unless the car park controller of clamping operator has
reasonable grounds for believing that the vehicle is not
parked for the convenience of the person to whom the
permit was granted.’
The above applies only in statutory parking places
(public parking space) and no such prohibition applies
in non-statutory parking places (private parking
spaces) where the conditions applying to parking in
such allocated parking spaces should be displayed
on signage at the location.

Legislation Governing
Clamping
In the legislation governing clamping, Section 14
makes reference to vehicles which has on display
a Disabled Person’s Parking Permit in a statutory
clamping place (public parking space) which states:

I also have a keen interest in safeguarding the rights
of people with disabilities and as a member of the
Board and a driver I want to make sure the rights
our past Board members fought for, are kept. As an
organisation we must thrive to improve on these
rights, as I have found having a car enables me to be

financially independent with access to employment
and help me to avoid social isolation.

outline the conditions for parking, where clamping is
in place.
