The Partners in Quality Program is a
joint effort between TxDOT and TXAPA
exemplifying our shared investment and
commitment to partnering for quality
asphalt pavements.
TXAPA Industry Consultant Chuck Fuller structured the 2019 Partners in Quality (PIQ) Program around
a significant wave of proposed changes to TxDOT specifications and test procedures. Along with Ryan
Barborak and Travis Patton, both with the TxDOT Materials and Tests Division, Fuller canvassed the state
to meet with 23 of 25 TxDOT Districts and the City of El Paso. At each stop, the trio, often joined by NAPA
State Representative and TXAPA Past President Albert Schlather and TXAPA Executive Vice President
Harold Mullen, conducted an in-depth review of the changes giving TXAPA members the opportunity
to respond before the Department finalized them.
The joint effort to collect industry input is just one example of the investment TXAPA and TxDOT have
made in their partnership for quality asphalt pavements. The PIQ Program is designed to provide a
forum for TXAPA members across Texas to meet with TxDOT leadership in their home districts. Fuller
facilitates the meetings which allow the participants to share an open dialogue. In addition to planned
program content, he encourages attendees to submit topics for discussion prior to the meetings.
