LIKE THE STATE OF TEXAS ITSELF, THE TEXAS ASPHALT PAVEMENT
ASSOCIATION VALUES ITS INDEPENDENT SPIRIT, YET WE KNOW THAT
PARTNERSHIP AND WORKING TOGETHER IS THE KEY TO SUCCESS
FOR OUR INDUSTRY STATEWIDE AND NATIONALLY.
Serving Our Membership
As an association, it’s our job to connect our members and the owner segments who need their services, so we are pleased to say we
have pursued several avenues to do just that in 2019. The most significant example of this is our Managing Asphalt Pavements (MAPS)
Conference and Technology Showcase for cities, counties, consulting engineers, and private owners. The MAPS Conference builds on
the success of our monthly webinar program, which we continue to refine based on audience surveys. Industry Relations Consultant
Larry Welch has turned his focus to visiting engineering firms and raising awareness of TXAPA’s educational offerings, and Industry
Relations Consultant Chuck Fuller continues to facilitate the Partners in Quality Meetings with our member contractors and TxDOT
district leadership. As you will see in the At-A-Glance section of this report, both Larry and Chuck had an incredibly busy and fastpaced 2019 promoting asphalt pavements throughout the state. In this report you will also see the crucial role that YOU, our members,
have played. I want to commend our active committees, made up of hard-working professionals without a lot of spare time on their
hands, for their dedication and commitment. As you read our Association’s achievements, know that none of it is possible with you!
Working at the National Level
Like the state of Texas itself, the Texas Asphalt Pavement Association values its independent spirit, yet we know that partnership and
working together is the key to success for our industry statewide and nationally. Therefore, we continue to participate in association
activities at the national level with our membership in and support of NAPA, the National Asphalt Pavement Association, and the State
Asphalt Pavement Association (SAPA). We also maintain active membership in the Asphalt Pavement Alliance, which consists of NAPA,
SAPA, and the Asphalt Institute (AI). TXAPA leadership attends both the NAPA and SAPA Annual Meetings and in return, we have been
fortunate to have NAPA’s enthusiastic support at the state level with NAPA President and CEO Dr. Audrey Copeland speaking at the
TXAPA Annual Meeting in September of 2019. For the second year in a row, we were honored to welcome a NAPA Chairman as we
were joined by 2019 Chairman John Harper. TXAPA has also enjoyed a fruitful partnership with the Asphalt Institute (AI), and will host
an AI workshop featuring AI Regional Engineer Danny Gierhart for the first time in March. Although TXAPA is not a chapter or affiliate of
these organizations, we continue to work together, committed to the same goals and priorities.
Parting Thoughts
As this report will show, TXAPA is a thriving and growing organization. At 58 years young, we have a bright future. I am pleased to
have played a role in our rich history by having the honor and privilege to serve as your president. Moving forward, I will continue to
stay involved on the Quality Asphalt Pavements Initiative Committee and the President’s Advisory Committee. Having had an inside
perspective on the way our Association functions and produces results, I assure you that as members, I leave you in the capable
hands of people who genuinely care about asphalt pavements, the future of the industry, and Texas roadways.
