Harvesters are impacted by a multitude of factors that are likely to be exacerbated by climate change. Since one
factor that motivates adaptive action is the perception that climate change poses greater and more immediate
risks than other problems (Grothmann and Pratt, 2005), we also asked questions to understand where concern
about climate change falls in relation to several other stressors. Participants were asked what their top three
concerns regarding their fishing business, and only 23% of respondents reported climate change among their
top three concerns. Fisheries regulations (69%), market access due to COVID-19 (50%), and affordable access
to working waterfront (35%) were the predominant concerns reported by survey respondents (Figure 5).
