Park Home Association?
National Association of Park Home Residents (NAPHR)
The National Association of Park Home Residents
(NAPHR) are a totally voluntary group established
in 1982 that offer advice to park home residents on
matters relating to Mobile Home lifestyle, buying a
home, forming a Residents Association, the Mobile
Homes Acts, Written Statements, etc. They operate
nationally and have a committee of eight members
located in various locations such as West Sussex,
Cornwall and Scotland.
Membership of the National Association of
Park Home Residents (NAPHR) is open to Residential Park Home Owners on Permanently Licensed
Parks, excluding anyone with connections to the
site owner at an annual subscription rate of £5.00
per home. This entitles you to access their telephone advice line and/or written replies if you send
copies of correspondence (QRA’s or Associations
with more than 50% of owner occupied homes can
join all their members for £3.00 per home).
They endeavour to deal with most enquiries via
the telephone or by letter, however park visits can
be arranged where necessary or you can arrange a
visit to their headquarters in Colwyn Bay.
NAPHR have been involved with the Park Home
Working Party (PHWP) group for many years seeking
changes to Mobile Homes Legislation. The PHWP
group consists of residents representatives like
NAPHR and representatives of the Park Home Industry, Council Officials and MP’s.
January 2005 saw the first fruits of their efforts
to help residents when five new pieces of legislation
were introduced which it was hoped would deter site
owners withholding their consent to you selling your
home, improved protection from harassment, removal of the five year term regarding the condition of
your home and the right for prospective purchasers
of new homes to have a copy of the written statement 28 days prior to an agreed sale.

Independent Park Home Advisory Service (IPHAS)
The Independent Park Home Advisory Service is
a team of expert advisors able to offer friendly and
efficient help on the legal and lifestyle problems
that may arise when residing in a park home. It was
founded in 1993 and membership currently stands
at about 7,000. It is an independent advisory service offering free advice to its members and has no
affiliations to other organisations. The advisors are
volunteers and have received training in park home
legislation to enable them to answer queries.
The work of IPHAS falls into two categories: directly advising and helping residents; and representing the views of all residents to government.
After telling inquirers about their legal rights,
IPHAS advisors try to suggest ways of resolving
disputes without resorting to legal action. If this is
unavoidable, a team member will assist with the
procedures and paperwork of a tribunal or court and,
if necessary, with choosing and instructing a lawyer.

residents’ interests and rights are protected in any
proposed legislative changes.
