The contracting market has levelled out since
the IR35 reforms were introduced. Contractors
are still in demand – firms will always need highly
skilled professionals who can offer subject matter
expertise and support on key projects. However,
the number of roles available is perhaps lower
than if IR35 reforms were not a factor.

As the year progressed, however, several factors combined
to ease demand within the market.
For example, many contractors hired for specific projects were
subsequently offered permanent roles by firms keen to retain
their expertise. Economic headwinds also began to gather in
the latter half of 2022, potentially stalling project signoffs.
Lastly, IR35 reforms continue to have an effect. While the
initial impact of the changes was perhaps less than expected,
we did note in last year's report that a number of skilled
contractors were beginning to leave the market.
Not only is this still the case, but organisations are also citing
the increased costs now associated with hiring contractors
on 'outside IR35' arrangements. As such, the price gap is
closing between contractors and specialised consultancies.
