Synopsis:
It is established in the party that anyone with a complaint
should attempt to resolve it locally and informally wherever
possible, including the use of mediation either through
local or regional parties or via the Dispute Resolution
Committee (DRC). This motion helps to strengthen this
within the complaints process (49)
Motion Text:
Conference agrees to the follow amendments to the
Standing Orders for Party Discipline:
In 1.6 : Insert the following sentence at the end of the
paragraph: “In the first instance, the referral group should
also consider, with consultation with Dispute Resolution
Committee if necessary, whether a complaint is better
managed via mediation or other alternative dispute
resolution.” So the whole paragraph will read as follows:
1.6 The Referral Group will consider whether a complaint
has been brought on one of the grounds of specified in 1.2
and decide on the basis whether it should be referred to
the Committee, to another appropriate body or dismissed.
The referral group should also consider, with consultation
with Dispute Resolution Committee if necessary, whether
a complaint is better managed via mediation, or other
alternative dispute resolution.
In 3.3 Insert the following three sentences at the end
of the paragraph: “If the referral group consider there
is potential for an early resolution, then it can ask
the Disputes Resolution Committee to make an initial
contact, in confidence, with the complainant to discuss
this, and for DRC to notify the Complaint Manager of the
outcome within the agreed timeframe. It should be noted
that mediation is always voluntary and when a member
declines to participate from the outset, or withdraws
from an on-going mediation, this should never be judged
negatively by the committee.”
So the whole paragraph will read as follows: 3.3 Members
of the Referral Group shall each consider whether
the complaint should be dismissed, be referred to the
Committee or to another appropriate body within or outside
the party. If a complaint is made against more than one
member, the Referral Group must confer and agree how
the complaint shall be managed. The Referral Group will
reach its decisions by consensus. If there Is not immediate
consensus, then the members shall enter into a discussion,
consulting with their respective deputies if appropriate.
A final decision must be made within one week of the
complaint being sent to the Referral Group. Members of
the Referral Group shall inform the Complaints Manager
of their considered decision within three working days.

PRIORITISATION BALLOT FOR
CONFERENCE MOTIONS

Synopsis:
This motion will set rules for the prioritisation ballots for
conference motions so that they are counted by modified
Borda count and that motions that have been proposed
to previous conferences but not debated have their points
multiplied to give them extra priority. (43)
Motion Text:
In Standing Orders for the Conduct of Conference, Section
E: Final Agenda, delete 1. b) and replace with: 1.b) motions
will prioritised by allocating points from the ballot using the
modified Borda count method.
Add: e) where a motion has been proposed to directly
preceding conferences but not debated due to time
restraints the points received by said motion will be
multiplied by 1 plus 0.5 for every preceding conference the
motion has been proposed to without receiving a debate.
For example a motion that has been proposed to the
preceding 3 conferences shall have their points multiplied
by 2.5. The wording of the motion can be slightly changed
so long as the aims and intentions of the motion are not
changed, and SOC shall have final say on this
