GPEx SO 3.7 says “Minutes shall be taken of GPEx
meetings. The minutes shall record attendance, decisions
and votes”. GPEx SO 3.13 confirms that proposer and
seconder (or the Chair) have to be recorded in relation any
proposal for approval: “Proposals –Items for the agenda
or proposals within agenda items may be put by any two
members of GPEx (proposer and seconder) or by the
Chair”.
On the evidence of the Agenda and the Minutes of the
GPEx meeting of 7th November 2020 GPEx did not
vote to establish a committee to appoint a panel of
speakers, neither did it approve the paper proposing
the establishment of such a Committee. The author of
the paper assumed that the paper had been agreed by
consensus and acted accordingly.
Re: (vii-viii) Appendix 2 would also suggest that meetings
were not advertised, allowing non-members to attend
and formal minutes were neither taken, or approved, nor
published to the members website.
Re: (ix) The minutes of GPEx meetings between December
2020 and April2021 were reviewed. Those from 27th May
were awaiting approval by the June meeting on the review
date (14.06.21).At its meeting on 27.02.21 the minutes
note: “Vix highlighted that the new Spokespeople list had
not yet been finalised” on the report from PolComm.
Not reporting committee proceedings to GPEx appear to
have been a systematic problem and SOC note at minute
C4 of the meeting of 30.01.2021“C4 Committee reporting.
The meeting agreed the need to have minutes of all
committees and to discuss some at each meeting. There
was agreement that there had been sufficient time for
discussions.” The meeting in April had a fairly full set of
committee reports, but none relating to the appointment of
Speakers.
SOC ruling was as follows:
The view of SOC is that almost no element of those
that would be required by the procedures set in the
constitution and the Standing Orders of GPEx have
been followed during the process of selecting a panel
of Speakers for the Party. This failure of governance is
something that GPEx should address with urgency.
Section 7(xi) of the Constitution only requires that GPEx
“shall appoint .. a Panel of Speakers”, and does not specify
a process. A full meeting of GPEx could agree the panel of
Speakers identified through the process undertaken.
