Updating Policies
Record of Policy Statements and minor changes to Policies
for a Sustainable Society (PfSS) come under the special
powers of PDC in order to maintain relevant policies
and remove out-dated polices. These can be viewed
on the open section of the Green Party website, and in
conjunction with staff time there is a immediate and urgent
need to empower PDC to do this directly – which should be
addressed by the time that this Conference meets formally.
Once this is in place, then a focus of PDC this year will be
to both support the significant number of enabling motions
passed by Conference this Autumn and beforehand to
address the outdated policies and also the gaps in policy
areas via Policy Working Groups but this still leaves PDC to
collate an archive of outdated policies and minor changes.
This should be put forward in the report at the subsequent
conference to this one.
Accreditation
Policy Development Committee are pleased to note
proposers of 8 motions submitted application forms and
background papers to support the accreditation of their
respective motions with regard to the requirement that the
committee is satisfied that full consultation, both within
and outwith the party has taken place, that high quality
supporting evidence has been provided, that the motion is
endorsed by a Policy Working Group or other recognised
body within the party, and that the motion is consistent
with the Party’s strategic political objectives as advised by
relevant bodies within the party.
PDC accredited 3 motions, and these are now found in
Section C of the agenda. The quality of the background
papers has improved markedly, and these should be
uploaded to inform members, spokespeople and elected
Greens on the members’ website. We thank the proposers
for their hard work on this, and we have taken on board
suggestions to improve the application form for the next
conference.
A reminder that accreditation is an indicator that the policy
put forward has been put together in a robust, evidencebased manner and will meet the strategic needs of the
party. It is not a mark of validation or support by the PDC
members – approval and acceptance must be made by
Conference.
and the Rapid Policy Process to ensure that External
Communications and the Press and Communications team
are correctly and properly informed when making interim
statements. Policy Development Coordinator also regularly
meets with the Greens in the House of Lords to support
their incredible work in the House.
It remains that PDC and the policy area of the party is
almost exclusively run by volunteers. If we are to maintain
and produce robust policy to inform and support hundreds
of elected Greens, and the leadership and spokepeople
teams, then it is imperative that staff time and support is
sought to administer and professionalise the policy work
of the party. We thank the CEO for indicating that this is
required, but now we need to ensure that some level of
staffing is secured for the coming years.
In the coming months, PDC will be supporting Policy
Working Groups, fulfilling decisions made by members at
Autumn Conference and previous conferences, maintaining
and updating the Policy for a Sustainable Society and the
Record of Policy Statements, and organising Policy Fest for
the start of 2022.
Policy Strategy
Finally, PDC alongside meetings of GPEX and GPRC and
PolComm have expressed support to develop a clear Policy
Strategy for the party to ensure that our energies and time
are put forward most effectively in the next 5 years. This
process will be ongoing for the 2021/22 committee in
bringing together the views of party members and leaders
to indicate the policy areas that should be prioritised for
development. A working party with this focus is being
established, and anyone who would like to be a part of this
is asked to email policy@greenparty.org.uk to be included.
