Ballot. For Autumn 2021 there was no strategy despite
Conference requiring SOC to have one. There were
insufficient hours of volunteer time and experience
available which was aggravated by the demands of an
unexpected leadership byelection. 656 people voted.
Multiple Chapters of PSS
There were no C motions for the Prioritisation Ballot as
Policy Development Committee had not been able to
consider accreditations. They subsequently accredited
three motions before the ballot finished and before SOC’s
Final Agenda meeting.

4. TIMETABLING, CHAIRING AND OTHER
PROCEDURAL MATTERS AFFECTING
CONFERENCE INCLUDING ELECTIONS TO
BE HELD AT CONFERENCE, WITH THE
RECOMMENDATIONS OF SOC
In order to facilitate faster progress on the Agenda, at each
conference SOC recommends motions for fast-tracking
if it thinks they are uncontroversial and if they have no
amendments.
For the first time this Conference we can recommend
some officer and committee reports for fast-tracking as
they were submitted in advance. Any motions to be fasttracked are taken to have been proposed and are voted
on one by one immediately after the SOC Report has been
passed and without any debate. Questions about motions
proposed for fast-tracking should be asked in workshop.
If any ten members object to fast-tracking then the motion
is not fast-tracked. The ten objecting members have to
be on the floor of conference and this does not include
members who are voting remotely. If agreed for fasttracking then after the SOC Report has been passed, the
vote on the fast-tracked motion will include members who
are voting remotely.
The following are recommended to Conference by SOC for
fast-tracking:

Standing Orders for the Conduct of Conference (SOCC) as
revised Spring 2021 are being used for the first time at this
Conference. The revision allowed Out of Order motions to
be revised and to be made In Order prior to Final Agenda.
The revised SOCC are easier to read and in better order
than the previous version, but it was clear that some
motion proposers had not read them. This might be due to
difficulty in finding them. They have their own Greenspace
at https://spaces.greenparty.org.uk/s/socc/ but the main
members’ website search function remains invisible behind
a little white space to the left of the top bar bell.
Regular meetings were held with conference staff in
the run-up to conference. There is a need to reduce
numbers in the physical conference space due to Covid.
It was therefore agreed to continue to hold most motion
workshops online rather than in person for this conference.
E01 Enabling Motion for Revising the Europe Chapter of
Policies for a Sustainable Society (PSS)
The revised Standing Orders Section G5 allows all
members to register for remote voting online. This does
not grant any rights of participation other than watching
the proceedings and voting remotely online. This was
agreed by Conference in Spring 2021 as a response to
the Reform Conference Voting Working Group poll and
recommendation. This allows members who do not wish
to speak at the AGM or at conference to watch proceedings
in ‘webinar’ style mode without participating in the
debate. It is open to chairs to allow registered members
to participate and due to Covid and other issues such
participation may be requested by a significant number of
members who have been unable to attend Conference in
person.
