California’s 2021–22 Budget Act, the federal American Rescue Plan Act of 2021, and other state and federal relief acts have provided local
educational agencies (LEAs) with a significant increase in funding to support students, teachers, staff, and their communities in recovering
from the COVID-19 pandemic and to address the impacts of distance learning on students. The following is a one-time mid-year report to the
local governing board or body and educational partners related to engagement on, and implementation of, these Acts.
A description of how and when the LEA engaged, or plans to engage, its educational partners on the use of funds provided through the
Budget Act of 2021 that were not included in the 2020–21 Local Control and Accountability Plan (LCAP).
The District used a survey to meaningfully consult with its educational partners and to provide opportunity for all stakeholder groups to provide
input in the use of the funds provided through the Budget Act of 2021 and not included in the 2021-22 LCAP. A survey was made available on
the district website, and disseminated to ABC families, permanent employees, and community members. Parents/guardians, high school
students, permanent classified, general and special education certificated and management (administrators) employees, which included
bargaining groups; and community members serving on Board appointed and District committees, were asked to participate in the survey. The
Special Education SELPA Director and the Director of Pupil Support Services (special education staff) were included in the survey and in the
recommendations reflected in the overall Plan. Families were also asked to engage their elementary and or middle school age children in a
meaningful discussion as they completed their survey. The survey was organized based on three categories: academic support and
enrichment, social-emotional and mental health supports, and school safety. Educational partners were provided a likert scale to rank
actions/services aligned to allowable expenditures; in addition, participants were also able to add (type-in) their own suggestions in each area
of the survey. The survey results were disseminated to the representative group and placed on the District webpage; therefore, informing the
public of the feedback provided to the District. District staff also held follow-up meetings with principals and employee group representatives to
review the survey results and gather feedback on the alignment of the survey results with current initiatives and District LCAP Priorities. On
February 15, 2022, the 2022 Supplement to Annual Update for 2021-22 LCAP was presented to the ABC Board of Education at a regularly
scheduled Board meeting.
A description of how the LEA used, or plans to use, the additional concentration grant add-on funding it received to increase the number of
staff who provide direct services to students on school campuses with an enrollment of students who are low-income, English learners, and/or
foster youth that is greater than 55 percent.
