A description of how services for foster youth, English learners, and low-income students are being increased or improved by the percentage
required.
The above demonstrates the most effective use of the LCFF Supplemental/Concentration funds to support the academic and socialemotional needs of students who are from low-income backgrounds, English learners, and foster youth. The actions augment the basic
services provided to our unduplicated student groups by the required percentage of 12.05% and are principally directed at increasing or
improving their educational experiences. The actions are implemented at specific sites, specific grade spans, schoolwide or districtwide.
Districtwide implementation of actions better supports student mobility under the School of Choice program and other factors in which a
student may transfer schools. Furthermore, schoolwide and districtwide implementation increases the effectiveness and accountability of the
actions provided to the unduplicated pupil groups.
English Learners:
English learner supports (limited unduplicated) are to directly provide services that work towards reclassification, particularly in high school.
EL students who reclassify by the high school have greater graduation rates and college and career outcomes. Therefore, summer programs
that improve student language development, and academic performance in course content, and allow for student enrichment and credit
recovery support language and academic improvement goals. Specialized training in English learner roadmap, data analysis, and
curriculum/pedagogy alignment is critical to ensure that English learners are able to meet high levels of English proficiency, resulting in
higher levels of academic performance and language acquisition (A/S 2.3, 3.1, 3.2, 3.3, 3.5, 3.6, 3.7 and 6.2).
Highly qualified teachers at all elementary, middle, and high schools provide coordinated ELA/ELD instruction aligned to the adopted
curriculum and supplemental related materials resulting in increased language proficiency for English learners. Class size will be smaller for
teachers providing direct instruction and English Language Development to TK-3 students daily to ensure that English learners can grow in
English language acquisition and academic progress. Targeted instructional programs, such as Read 180 and System 44, support long-term
English Learners in core subjects with integrated and designated ELD instruction. Additional services to increase access to the advanced
curriculum are provided based on district professional development for teachers. EL Program Site Designees (ELPDs) at all schools offer
support to students and teachers before, during, and after the school day in the form of mentoring and intervention services to increase
language proficiency as English learners transition to English-only programs. The District EL Program Specialist collaboratively supports site
ELPDs and administrators to provide programmatic updates and professional learning regarding reclassification requirements, curriculum,
and supplemental supports specific to English learners, long-term English learners, and EL students with special needs. These services
establish a more cohesive inclusion of EL and redesignated EL students leading to complete preparation for college and careers after High
School graduation. Paraeducators work directly with English learners to provide small-group academic support specific to learning needs in
core subjects, enabling students to complete assignments, participate in class, and improve their academic performance. The District EL
Counselor provides supplementary counseling services for referred students and works directly with site counselors using data to design
individual student educational plans, access to the core curriculum, academic intervention support, and courses to support English learners.
The District EL Counselor also provides parents and students with continuous communication regarding student academic progress, school
site meetings, and navigating post-secondary college and career options.
