demonstrating both the complexity of working within the buildings sector as well as the
willingness of the government to combine approaches to create more robust programs.

Energy Efficiency Standards for New Buildings
Recently strengthened mandatory building energy efficiency standards for China’s new
commercial and residential buildings are complemented by advanced voluntary “stretch
codes” for new buildings to achieve nearly zero energy performance.
During the 13th FYP, China has upgraded its commercial and residential building codes and
standards to a 65% efficiency level compared to its 1980s baseline. In cold climate zones, the
national building energy efficiency standards for residential buildings have reached a level that
is 75% higher compared to the 1980s baseline performance level.
The recently-released Nearly Zero Energy Building Energy Efficiency Standard provides design
requirements and performance targets for buildings to achieve nearly zero energy performance
